Distributed Learning Program Resource Analyst

Key Role:

Support federal and state-level implementation of the terms and conditions of the National Guard Master Cooperative Agreement, Appendix 40 ARNG DLP. Conduct analysis of ARNG DLP resource information for capacity and compliance with Operation and Maintenance, National Guard (OMNG), Other Procurement, Army (OPA), Overseas Contingency Operations (OCO), and National Guard and Reserve Equipment Account (NGREA). Monitor ARNG DLP spend plan compliance in resource management information systems, including the General Fund Enterprise Business System (GFEBS), the U.S Army Planning, Programming, Budgeting, and Execution (PPBE) Portal, the NG Resource Management (RM) online application, and the NG Data Warehouse. Conduct comparison of historical Program Objective Memorandum (POM) submissions with the results from State DL Program annual program reviews to identify changes to ARNG DLP resource requirements. Develop Military Interdepartmental Purchase Requests (MIPRs), Funds Authorization Documents (FADs), and Interagency Agreements (IAAs) to support ARNG DLP budget execution actions. Provide the COR or government-designated representative with draft Program Budget Advisory Committee (PBAC) documents IAW published ARNG Directorate guidance for resource management actions and IAW PBAC published schedules every quarter. Monitor and report the application of funds by modification to each State’s Appendix 40 (NG MCA), including the status of all open modifications, including coordinate annual program management reviews with the States IAW DL cooperative agreements terms and conditions.

Basic Qualifications:

-5+ years of experience with supporting federal and state-level ARNG operations

-5+ years of experience with supporting the execution and management of ARNG cooperative agreements

-5+ years of experience with developing MIPRs, FADs, and IAAs

-5+ years of experience with using the following financial management systems, general Fund Enterprise Business System (GFEBS), Army Portfolio Management System (APMS), Resource Manager (RM) Online, Army Budgeting Office (ABO) SharePoint services, Planning, Programming, and Budgeting Business Operating System, and (PPB BOS), and Army Enterprise PPBE Data Warehouse

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience using the full Microsoft Office productivity suite of applications

-Experience with Microsoft Office, including Word, PowerPoint, and Excel
