Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy Analyst Lead

Key Role:
Maintain responsibility for doctrine, organization, training, material, leader development and education, personnel, and facilities (DOTMLPF) domains and analyses, JCIDS process and capabilities development analyses, capability-based assessments, and capabilities needs analysis. Assist the government by providing expert research and analysis to support the identification, development, and fielding of new capabilities along with needed requirements for Army combat units and staff. Lead or participate in efforts to identify, analyze, characterize, and document capability gaps that hinder the ability of Army combat units to conduct operations successfully. Assess potential solutions that fill or mitigate identified capability gaps based on potential benefits and impacts to the Army in terms of DOTMLPF. Oversee analytical support to other analytical venues, including capability portfolio reviews (CPRs), weapons system reviews (WSRs), and strategic portfolio analysis review (SPAR). Interact with military and government service personnel and other contractors working on issues supporting Army combat units frequently. Travel to various US Army installations and attend periodic conferences to support efforts. This position is located at Fort Eustis, VA.


Basic Qualifications:
-20 years of experience in the military, including the Army
-10 years of experience in an executive role, including combat arms officer or 3 star level or above

-5+ years of experience as Army brigade staff or higher

-3+ years of experience with working in the Army concepts and capabilities development community of practice with Army Warfighting Challenges (AWFC)
-Experience with DOTMLPF domains and analysis, JCIDS process and capabilities development, concept of operations (CONOPS), and Army functional concepts and Army POM or Strategic Portfolio Analysis Review (SPAR)

-Knowledge of Microsoft Office applications, including Word, Excel, PowerPoint, and Project
-Secret clearance
-BA or BS degree
-Completion of a DAU Course, including CLR 101, Introduction to JCIDS, RQM 110, or Core Concepts for Requirements Management
-Graduate of the Army Command and General Staff College (CGSC)


Additional Qualifications:

-Experience with wargaming or experimentation

-Experience with providing input on the Army’s Capability Needs Analysis (CNA) process

-Experience with the Army Capabilities Assessment Tool (ArCAT) database

-Experience with the Training and Doctrine Command (TRADOC) or Army Capabilities Integration Center (ARCIC), including headquarters processes, such as requirements development and organizational strategies

-Knowledge of how to integrate the Army’s capabilities with other services, US government agencies, academia, and industry
-Possession of excellent critical thinking skills, including developing creative solutions to complex problems, carrying out complex military research and analysis directed by supervisors, and conducting high level strategic assessments of military posture and capabilities for near- and long-term analysis
-Possession of excellent oral and written communication skills, including being comfortable addressing senior officers at the Colonel level or above
