Early Childhood Education Program Specialist

Key Role:

Provide programmatic support for the promotion and implementation of early childhood education specifically focused within the federal Head Start program. Perform compliance oversight activities designed to ensure the complete and timely review of all Head Start grant applications, community assessments, post-award requests, and strategic plans. Transfer knowledge of early childhood education to peers and grantees. Demonstrate knowledge of researching statutes, legislation, regulations, and directives that govern the early childhood programs and analyze and explain federal policies that pertain to Head Start programs. Interact with grantees, maintain responsibility for administering grants, and lead federal programmatic onsite site visits. Meet established quality thresholds for all deliverables, identify trends and tasks in a collaborative team environment, and work closely with a team and federal staff consisting of program and fiscal specialists. Act as an innovative thinker and recommend ideas to improve existing processes. This position is located in Philadelphia, PA.

Basic Qualifications:

-3+ years of experience with early childhood programs for Head Start or Early Head Start programs

-Ability to analyze, aggregate, and present data gathered from multiple sources

-Ability to obtain a security clearance

-BA or BS degree

Additional Qualifications:

-Experience with grants management or grant writing for the administration of discretionary grants preferred

-Experience with researching statutes, legislation, regulations, and directives that govern aspects of a government organization

-Experience with Microsoft Office, including Word, Excel, Access, and Outlook

-Ability to be flexible and adaptable in completing required tasks

-Ability to pay strict attention to detail

-Ability to be successful in a team environment

-Possession of excellent organizational, client management, and analytical skills

-Possession of excellent oral and written communication skills

-BA or BS degree in Early Childhood Education, Program Design and Management, or a related field
