Electromagnetic Spectrum Operations Specialist

Key Role:

Assist with the execution of US Strategic Command (USTRATCOM) Joint Electromagnetic Spectrum Operations (JEMSO) tasks and responsibilities in direct support of the Combatant Commander's mission. Manage J3E performance relevant to providing Electromagnetic Spectrum (EMS) control support, impacting all DoD mission areas and Joint functions directly across all military domains. Provide support to Combatant Commands, as directed and Services and Combat Support Agencies through contingency planning, training, and advocacy for EMS control relevant to doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTmLPF-P) to enhance combat effectiveness across the Joint force. Provide overall review of J3E readiness impacting USSTRATCOM missions, conduct and prepare reports, and author monthly Joint Training Information Management System (JTIMS) assessments to identify and track key issues relevant to J3E JEMSO readiness for director-level approval.

Basic Qualifications:

-Experience with all aspects of Joint Electromagnetic Spectrum Operations (JEMSO), including Electromagnetic Spectrum (EMS) control relevant to doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTmLPF-P)

-Knowledge of DoD missions, Combatant Command, Service, and Combat Support Agency staffing processes

-Ability to comprehend and review and provide Electronic Warfare (EW) and JEMSO inputs to EW and JEMSO CONOPS, CJCSIs and CJCSMs, DoD directives and strategies, and national agency policy documents

-Ability to articulate JEMSO concepts and requirements while representing J3E in discussions with Joint Staff, during CONOPS reviews, EMS working groups, high visibility training and exercises, and to advance USSTRATCOM missions, as directed

-TS/SCI clearance

-BA or BS degree

Additional Qualifications:

-10+ years of experience with the Military preferred

-Experience with task management system

-Knowledge of Defense Readiness Review System (DRRS)

-Ability to conduct and prepare reports and author monthly assessments to identify and track key issues relevant to J3E readiness and impact to USSTRATCOM missions

-Ability to demonstrate a complete understanding of the missions, systems, personnel, and capabilities of a broad spectrum of military activities and organizations to effectively execute JEMSO tasks and responsibilities in direct support to USSTRATCOM

-Ability to review Task Management Tools (TMT) for applicability, assign, reject, and track TMTs to completion, create tasking packages, coordinate staffing, and monitor deadlines

-Ability to prepare and present JEMSO updates at Quarterly Deterrence Readiness Review Board (DRRB) to Deputy Director Nuclear Operations (GO)

-Ability to present DRRS readiness assessments focused on operational impacts, advocacy, and strategy to support issue resolution and relevant readiness issue updates provided to USSTRATCOM J3/CD/CC and directors, as appropriate

-Ability to review daily AMHS traffic for taskings and information in support of J3E, JEWC, and JEPAC and distribute information and tasking, as applicable

-Ability to produce and review JEMSO/EW issues in support of Joint Staff Force Protection Working Groups, including OSD, CCMDs, and Services and JS J7 military challenges briefs

-Ability to coordinate scheduling, attend and brief at Worldwide EW VTC, attended by CCMDs, Service Components, JS, and EW entities to discuss, and address JEMSO/EW capabilities and issues

-Ability to provide alternate information system account manager and validate that external individuals require access to TMT and SKIWeb on NIPRNet and SIPRNet
