Emergency Management Planner

Key Role:
Analyze the updating and standardizing of District 5 contingency plans. Analyze the updating of the plans to ensure they include the most relevant risk and capabilities-based approaches to planning and response, including ensuring District 5 units throughout the region are best prepared to coordinate effective responses to events to safeguard lives and property. Integrate efforts across the five mission preparedness areas, including prevention, protection, mitigation, response, and recovery of the client system to achieve the goal of a secure and resilient nation. Ensure the client response protocols and structures align with the national system to provide a consistent template that enables the entire community to work together to prevent, protect against, mitigate, respond to, and recover from the effects of incidents regardless of cause, size, location, or complexity.

Basic Qualifications:

-Experience with analyzing policies, procedures, plans, and processes and recommending changes to improve their effectiveness

-Experience with conducting research, capabilities-based analysis, risk-based analysis, and comparative analysis to inform the content of the client's plans

-Experience with using the many features of Microsoft Office programs, including manipulating graphics

-Ability to integrate emergency disaster and response, including the interoperability of systems for effective response and recovery of personnel, such as detection, alerts, and tracking in austere circumstances

-Ability to approach and execute the project proactively

-Ability to collaborate with other federal agencies and state and local response communities to ascertain their plans or actions in the event of a client operation

-Ability to extrapolate lessons learned from response exercises and apply best practices

-Ability to develop an agenda, facilitate meetings, and develop meeting minutes for the client's working group

-Secret clearance

-HS diploma or GED

-Ability to interface with users to help define and translate their requirements into effective and efficient solutions

-Ability to think broadly and consider impacts across systems within the organization while building positive relationships with all team members

-Ability to be an analytical thinker and a self-motivated, pragmatic solutions provider

-Possession of excellent organizational skills

-Possession of excellent oral and written communication skills

-BA or BS degree in Emergency Management, Contingency Management, or Contingency Planning preferred

-Emergency Management Certification preferred
