Engagement Program Specialist

Key Role:

Develop and implement USAF foreign liaison program for 170+ senior military diplomats from over 100 nations and plan and execute Secretary of the Air Force (SECAF) and Chief of Staff (CSAF) of the Air Force counterpart visits (CPVs) and air chief symposium. Ensure international protocols are observed at all events and develop business case for use of Official Representational Funds (ORF) in accordance with governing regulations. Prepare and edit correspondence and analyze policy recommendations for the USAF Top 5. Oversee all aspects of assigned Top 5 office calls and receptions for international partners. Synchronize USAF Top 5 foreign engagement strategies with US Department of State, USAF MAJCOMs, Geographic Combatant Commands (GCCs), OSD, JCS, and sister services. Arrange for accreditation of foreign attachés and perform recurring administrative updates to keep the attaché corps equipped to accomplish their missions. Assist the DC Air Attaché Association with their events, including administering the AAA Web site, as requested.

Basic Qualifications:

-3 years of experience with demonstrated effectiveness and success as a US Air Force HQ staff action officer in either a military, civilian, or contractor role

-Experience as US DoD staff in a military or civilian capacity, either contractor or GS

-Experience with implementing security cooperation, international affairs, security assistance, and foreign military sales, including policies, processes, and legislation

-Knowledge of USAF roles and missions

-Knowledge of SAF/IA’s role in US government and the international security cooperation community and the organizations it works with

-Knowledge of DoDI 1315.20, Military Department Foreign Area Officer Programs, CJCSI 3126.01, Language and Regional Expertise Planning, AFPD 16-1, International Affairs, AFI 16-109, International Affairs Specialist Program or USAF Global Partnership Strategy

-Secret clearance

-BA or BS degree in International Affairs

Additional Qualifications:

-Experience with working in SAF/IA

-Experience with pseudo FMS case programming for pseudo-FMS task orders

-Experience with security cooperation programs

-Experience with building partner capability programs

-Knowledge of US export control laws, regulations, and procedures

-USAF Initial (O-3) or Intermediate (O-4) Developmental Professional Military Education
