Executive Federal Digital Technology Solutions Business Leader

Key Role:

Leverage knowledge of trends, policies, and stakeholders in the digital landscape and demonstrate a proven history of growing and delivering a business in the federal marketplace, including full life cycle systems development implementation of large-scale and complex systems using open source technologies and frameworks and COTS and GOTS on multiple types of hardware in distributed and virtualized environments, such as mainframe, client server, and Web- and Cloud-based solutions. Communicate, describe, and illustrate Booz Allen’s technical capabilities and solutions to federal government clients using capability and solution marketing materials, past performance citations, and engagement with the firm SMEs to bring the Booz Allen brand to life for clients. Build a multi-year pipeline of technology modernization opportunities based on an understanding of the client’s pain points, Booz Allen capabilities, and the realities of client’s purchasing preferences, including timing and size and persuade and influence the direct client buyer and other influencers to initiate new task orders aligned with the roadmap created for their modernization. Shape the need for and pitch new technology-based projects, prototypes, and proofs-of-concepts to a wide range of federal clients to address their emerging needs for new technology and challenges being faced as they modernize existing mission systems and upgrades to current agency architectures and enterprise approaches to new development and ongoing operations and maintenance activities. Drive the capture life cycle from opportunity identification, shaping, and proposal response, work with market and functional leaders and SMEs within the firm throughout the capture life cycle to position the firm as a competitor, and lead all aspects of teaming and partnership development related to each deal. Oversee and guide all phases of task order execution, including identifying a contract or task order manager, deploy appropriately skilled staff to the project team, execute frequent in-progress reviews with clients and the project team to assess the quality of delivered work against project objectives, and assure on time preparation of winning task order technical and price proposals. Focus on establishing oneself as a leader within the firm and become acquainted with the firm's culture, capabilities, and people with a mandate to develop excellent collegial working relationships throughout the firm.

Basic Qualifications:

-10+ years of experience in a federal civilian space, implementing software solutions, including progressing from developer to project manager to program director to business leader with at least 1 of those years in delivery quality, business growth, and client satisfaction

-10+ years of experience with shaping and delivering technology and a combination of modernization and transformation initiatives for a large-scale IT enterprise of greater than $200M in spending on IT in the federal enterprise

-Experience with integrating newer technologies and approaches, including Cloud, IAAS, SAAS, PAAS, open source, Agile, or DevOps into a federal IT enterprise, such as OCIOs or IT divisions in larger line offices and program directorates within the past 5 years

-Ability to demonstrate a track record of growing revenue of at least 5% annually, through client relationship building, shaping client needs, and successful task order proposal delivery within the context

-Ability to demonstrate a track record for leading, inspiring, and influencing team members, including creating followership and mentoring and growing junior team members

-BA or BS degree required

Additional Qualifications:

-10+ years of experience with a large system Integrator or technology strategy consultancy in the federal civilian market

-Possession of excellent oral and written communication skills.

-BA or BS degree in Engineering, CS, or a related field preferred; MA or MS degree in Business or a related field a plus
