Facilities Analyst

Key Role:

Evaluate existing infrastructure to analyze its impact on mission effectiveness and provide recommendations for facility and infrastructure to meet both current mission and projected future mission requirements. Provide survivability enhancement recommendations for real property, facility, and range infrastructure investment for long-term military construction programs’ infrastructure. Analyze infrastructure through the assessment of information, methodologies, strategies, policies, models, and data relating to Marine Corps infrastructure. Evaluate the survivability implications for contingency operations. Evaluate industry best practices for facility management and planning tools or programs for potential use to effectively program for survivability enhancing construction costs, including construction of new facility barriers, employment of new sensors and surveillance cameras. Maintain responsibility for existing facilities in a resource-constrained environment with consideration of critical infrastructure requirements, including ensure survivability of enhancing equipment, such as fences, barriers, sensors to minimize cost and meet current budget requirements. Conduct the assessments of physical and functional characteristic, analyze designs, develop MOP and MOE and operational characteristics, including integrated process development, continuity of operations, feasibility studies, and MA assessments. 

Basic Qualifications:

-Experience with Military Construction (MILCON), Facility Sustainment Renovation Modernization (FSRM), and special project programs

-Experience with military facility initiatives and programs including Defense Policy Review Initiative (DPRI), Okinawa Consolidation (OKICON), Republic of Korea Funded Construction (ROKFC), Japan Facilities Improvement Program (JFIP), and other Host Nation Funded Programs (HNFP)

-Experience with staff-level B2C2WGs to coordinate requirements from multiple stakeholders, and advocate requirements, as needed

-Experience with US Marine Corps Infrastructure Reset Strategy

-Knowledge of DoD networks for information gathering, including NIPR and SIPR

-Knowledge of Korea, Japan OPLANS, CONPLANS at the component level

-Ability to work with senior level staff members at the Joint, Combined, MARFOR and MEF level

-Ability to read construction project design drawings, including standard US government facilities and real estate-related forms, such as DD form 1391, and USFJ form 22

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with Microsoft Office Suite applications

-Knowledge of project management principals, process improvement, and mission planning

-Knowledge of the unified facilities criteria

-Possession of excellent oral and written communication skills

-BA or BS degree in Engineering or STEM field
