Facilities Energy Project Support Manager

Key Role: 

Provide project management and technical engineering support for feasibility studies, facility design, energy audits, and construction programs. Assist and lead the review of technical, engineering, and other aspects of proposals, concepts, or opportunities and provide written comments to government staff for Direct Investment, Third Party Finance, MILCON, Power Purchase Agreements, and Renewable Energy projects annually. Use and comprehend numerous Air Force programs and software, including Building Life Cycle Cost (BLCC) or its equivalent, Automated Civil Engineer System (ACES-PM), Tririga or NexGen IT, Microsoft Office products, and EnergyPlus, Simergy, or eQuest energy modeling tools to manage, analyze, and create reports.

Basic Qualifications:

-10 years of experience with facility energy management, utility engineering management, or energy contract management

-3 years of experience with technical management of 3rd party financed projects, including Energy Savings Performance Contract and Utility Energy Services Contract

-Experience with facility energy project development, design, and contract execution

-Experience with engineering and project management of complex and highly technical, multi-million-dollar projects

-Experience with technical writing and evaluation of complex and highly technical A&E and construction proposals

-Experience with energy and facility life cycle cost analysis

-Experience with cost estimating methodology and development

-Active Secret clearance

-BA or BS degree in Engineering, Architecture, or Physical Science

Additional Qualifications:

-Experience with utility rate management, utility operation and regulations, state renewable portfolio standards, DoE building life cycle cost, Adobe Acrobat, VPN connection software, ACES-PM database management, or DoD and AF financial management processes, procedures, and regulations

-Experience with computers to work and maintain SharePoint, Web sites, input data, and perform trend analysis using computer software, including Microsoft Office and Adobe Acrobat Professional

-Knowledge of Air Force civil engineering

-Ability to demonstrate patience and attentiveness and use positive language to interact with clients on behalf of an organization

-Possession of excellent customer service and time management skills

-Possession of excellent oral and written communication skills
