Facility and Operational Requirements Analyst

Key Role:

Maintain responsibility for providing program management oversight over the planning and execution of future force posture initiatives within the Pacific AOR. Plan projects, coordinate with other agencies and stakeholders, manage the development of Marine Air-Ground Task Force (MAGTF) operational or supporting requirements, and provide expertise in support of future force posture initiatives within the Pacific AOR. Serve as a program manager for the planning and execution of future force posture initiatives within the Pacific AOR and plan, coordinate, and manage the development of MAGTF operational and supporting requirements for the Pacific, including administrative or base facilities, training, equipment, MILCON costs, O&M costs, and logistics support. Leverage expertise regarding MAGTF doctrine, Marine Corps Planning Process (MCPP), and Joint Operations Planning and Execution System (JOPES). Coordinate and facilitate conferences and coordinate with OSD, USPACOM, adjacent components, foreign counterparts, HQMC, MCICOM, MEFs, and Marine Corps Forces. Serve as a lead and integrator for Joint, host nation, or US planning workshops and site surveys and develop and manage a project plan which identifies and aligns resources with force flow, equipment, facilities, training, and lift requirements. Coordinate with fiscal planners to ensure requirements are incorporated into the Planning, Programming, Budgeting, and Execution (PPBE) cycle.

Basic Qualifications:
-Experience with Microsoft Office Suite and SharePoint at a proficient level

-Experience as staff at the MARFOR or COCOM-level

-Knowledge of the PACOM AOR, USMC DPRI, and Force Posture Planning Concepts, including Forces, Footprints, and Agreements

-Knowledge of facilities planning, Military Construction (MILCON) process, and Program Objective Memorandum (POM) process
-Ability to lead and facilitate military OPTs
-Ability to work collaboratively with other services and with foreign governments and militaries
-Ability to brief high-level program officials at the State Department, Office of the Secretary of Defense (OSD), and COCOM level
-Secret clearance required

-BA or BS degree

Additional Qualifications:
-Knowledge of USMC Marine Corps Planning Process preferred
-Knowledge of USMC MAGTF organization, tasks, operational capabilities, concepts of operations, and training requirements

-MA or MS degree preferred
