Federal Civilian Health Strategic Capture/Business Development Manager,Senior

Key Role:
Maintain responsibility for identifying, qualifying, and prosecuting growth opportunities within the federal civilian healthcare marketplace. Lead and facilitate the development, delivery, and presentation of whitepapers, drive technical and acquisition client call plans and other outreach efforts to qualify and inform bid and no bid decisions, and leverage proven senior–level leadership and extensive community relationships within federal civilian health agencies and government clients while concurrently complimenting the business development experience by leveraging technical expertise to build addressable market and increased technical solutions development work within client environments. Lead capture for complex and technical bids, including identifying and comprehending clients’ requirements and buying patterns, developing complex technical solution options, and building a cost–competitive industry team that can deliver client impact through a winning bid. Drive market–based competitive intelligence, market assessments, client assessments, and strategic planning efforts in support of expanding specific client–based opportunity portfolios and pipeline, including those opportunities 18–24 months ahead of solicitation release. Manage key stakeholder relationships and work as an integrated team member across account leadership teams in a highly collaborative and team–centric culture.


Basic Qualifications:
-10+ years of experience in a senior business development role with annual revenue and sales targets at a major federal government contractor focused on technology services

-5+ years of experience with successful strategies for revenue and margin growth in the federal civilian healthcare marketplace leading large captures in complex technical solutions in data science and digital solutions

-Experience with business development for the entire business development cycle through contract award

-Experience with operational IT, software development, and solutioning in data science or digital solutions

-Knowledge of the US government's acquisition process and confirmed industry relationships with demonstrated record of success in leveraging these relationships for opportunity wins and client relationships at one or more of the departments and agencies listed above

-Ability to engage with c–suite level executives and work in a cross–functional, multi–disciplinary team

-BA or BS degree


Additional Qualifications:

-Experience with commercial sales and commercial consultancy

-Experience with government service in one or more of the departments and agencies listed above

-Ability to collaborate in a matrixed environment

-Possession of excellent oral and written communication skills

-MA or MS degree
