Financial Management Support Analyst, Senior

Key Role:

Manage program control functions, including budget formulation and funds management for all phases of the Planning, Programming, Budgeting, and Execution (PPBE) processes, budget and financial analysis, obligation and expenditure forecasting, funds management, tracking and reporting funds status, implementing funds control techniques or systems, and implementing accounting and finance systems controls or procedures. Manage funds, including research and development funding, procurement funding, stock funds, Defense Working Capital Fund (DWCF), operations and support funding, unliquidated obligations, baselining, audit, and close-out. Support the development of program documentation and financial management products, processes, and reviews. Assist with analyzing earned-value performance data and training on Earned Value Management concepts, tools, and analysis techniques. Assist with creating financial inputs for program executive reports, including Selected Acquisition Reports (SARs), Monthly Acquisition Reports (MARs), and the Defense Acquisition Executive Summary (DAES). Assist with reviewing and analyzing program Cost Performance Reports (CPRs), Cost Schedule Status Reports (CSSRs), Contract Funds Status Reports (CFSRs), and Contractor Cost Data Reports (CCDRs) and creating performance analysis products for program management.

Basic Qualifications:

-10 years of experience with DoD work

-4 years of experience in a SAP or SCI environment within the past 5 years

-TS/SCI clearance

-MA, MS, or ME degree

Additional Qualifications:

-Experience with Microsoft Excel-based estimating models and cost or schedule risk analysis software to create estimates

-Experience with using classified accounting systems and Momentum applications

-Experience with DoD operating and support cost databases, including Air Force Total Ownership Cost (AFTOC) or the Reliability and Maintainability Information System (REMIS) to assist with the cost estimating process

-Experience with developing, maintaining, and updating Unliquidated Obligations (ULO) and Negative Unliquidated Obligations (NULO) burn down plans, data collection and resolution of issues or tasks for the Tri-Annual Certification, and researching and evaluating funding overruns and upward adjustment requests

-Experience with integrated master schedule analysis and evaluation, including schedule risk assessments

-Experience with organizing and executing program Budget Management Reviews (BMRs)

-Knowledge of Earned Value Management concepts, tools, and analysis techniques

-TS/SCI clearance with a polygraph
