Financial Program Analyst

Key Role:

Provide subject matter expertise to the Functional Management Division within the Headquarters, Department of the Army Deputy Chief of Staff for Personnel (G-1). Provide technical advice addressing the Army's Planning, Programming, Budget, and Execution (PPBE) process, as it pertains to the Integrated Personnel and Pay System-Army (IPPS-A). Contribute to the assessment of current programs, including management initiatives, program integration, and cost benefit analysis. Support data collection and data analysis in preparation for program changes annual budget submissions, and manage responses for information requests. Assist the client with the analysis and development of POM submissions. Ensure Budget Estimate Submissions (BES) and POM submissions are properly integrated into the Army’s Program Evaluation Groups (PEGs), including Manning, Training, and Installation PEGs. Assist with the integration of BES and POM submissions of Army Commands to ensure submissions properly account for IPPS-A requirements.


Basic Qualifications:

-4 years of experience with budget formulation and the PPBE process

-Experience with data analysis and tools, including Microsoft Excel to aggregate, and analyze data collected from various sources

-Experience with project management processes, tools, and techniques

-Ability to synthesize and communicate budget data clearly based on information from disparate sources through both oral and written communication

-Secret clearance

-BA or BS degree


Additional Qualifications:

-5+ years of experience with working at the HQDA or Army Command level

-3+ years of experience as a Management Decision Execution Package (MDEP) manager or program manager

-Knowledge of the Army's Total Army Analysis process and how it integrates with the POM process

-Ability to be proactive and operate with minimal supervision, including being an active and thoughtful member of the team
