FMS Acquisition/Project Analyst

Key Role:

Manage the delivery of multiple project initiatives designed to enhance the services and level of support provided to the client. Maintain responsibility for overall planning, organizing, directing, controlling, and delivery of all projects prioritized in alignment with the client’s expectations and business needs. Ensure ongoing process or system capability associated with projects and manage any changes required to meet or exceed the expectations established in project designs. Direct the activities of consultants, analysts, specialists, and subcontractors and maintain responsibility for ensuring appropriate resources are allocated and maintained to facilitate the successful completion of multiple projects. Act as a specialist on complex technical and business matters. Determine work priorities based on general direction from managers.

Basic Qualifications:

-Experience with FMS programs, including US Army or CENTCOM FMS customer culture, policies, customs, security needs, and geographical regions

-Experience with US Army acquisition policies, preparing acquisition packages, defining FMS requirements, developing FMS solicitations, and leveraging expertise in contract management, FMS Letters of Offer and Acceptance (LOAs), and correlation with contract CLINs and FMS-specific pricing methodologies

-Experience with managing delivery from OEMs, including review of CDRLs, attending technical meetings and financial reviews, and programmatic or schedule issues

-Experience with conducting market research for technical solutions to meet FMS customer requirements
-Knowledge of the Security Assistance Management Manual (SAMM), Army Pamphlet 12-1, and equivalent security assistance policies or regulations

-Active Secret clearance required

Additional Qualifications:

-Experience with coordinating total package advanced planning for weapon systems resulting from FMS and ensuring Total Package Approach (TPA) sheets are accurate and used in the case development process

-Experience with participating in SSEBs

-Experience with receiving, processing, and tracking requisitions, including developing LOAs

-Experience with the Logistics Modernization Program, Security Assistance Case Management Information System, and Defense Security Assistance Management System

-Knowledge of the agencies or offices within the FMS chain, from program offices to foreign customers

-Possession of excellent oral and written communication skills, including briefing senior-level leadership

-BA or BS degree in a related field preferred
