FMS Financial/Policy Analyst

Key Role:

Provide onsite support with managing PEO Submarine’s Foreign Military Sales (FMS) programs, including management, administration, and analysis of FMS cases. Perform FMS case management functions in all phases of the FMS life cycle, including pre–LOR, LOA development, case execution, and case closure. Provide onsite assistance with the coordination of TSUB FMS program activities, including analyzing budget estimates and presenting and defending budget estimates before approval authorities. Coordinate the release of technical data in compliance with US national disclosure policy and stipulated within the Letter of Offer and Acceptance. Attend meetings, review draft policy and reports, and provide recommendations for senior–level personnel, including Admiral and SES.

Basic Qualifications:

-Experience with managing the contractual and financial requirements of subcontractors 

-Experience with financial operations in support of DoD Security Assistance programs

-Experience with Microsoft Office products

-Knowledge of FMS policy and procedures, including the Security Assistance Management Manual (SAMM), International Traffic in Arms Regulations (ITAR), export compliance issues, and Federal Acquisition Manual (FAR)

-Knowledge of FMS case management practices and related regulatory provisions

-Ability to prioritize multiple deliverables provided to PEO SUB’s FMS group in a time–sensitive manner

-Ability to interact with a diverse group of military, government civilian, and contract support personnel in a fast–paced work environment

-Secret clearance

-BA degree in Business, Finance, Engineering, or Business Analysis and 1+ years of experience with Foreign Military Sales (FMS)

Additional Qualifications:

-Possession of excellent organizational skills

-Possession of excellent oral and written communication skills
