Foreign Military Sales Program Support Manager, Mid

Key Role:

Support the NAVSEA client with the provision of FMS program office strategic planning, communication, outreach, and foreign customer liaison support services and represent the NAVSEA client with internal and external program office stakeholders. Coordinate and monitor ship design, production, testing, training, and integration activities within the program office and work independently to provide analysis of program impacts. Provide advice on impacts to other parts of the program across construction, introduction to service, logistics, training, and life cycle sustainment. Identify and create strategies supporting the accurate program management of new construction naval surface ships, including all installed systems, equipment and components, system arrangements, and integration of combat and HM&E systems. Ensure version control processes, policies, and procedures are followed on internal and external communications and processes within the program. Leverage experience with NAVSEA industry standards and best practices for new construction program management and shipboard configuration. Perform as a key advisor to the program office on program management and interface with government technical project managers to ensure support provided meets or exceeds all work performance objectives and standards.

Basic Qualifications:

-8+ years of experience with US Navy ships and shipboard systems in new construction or Foreign Military Sales (FMS) management, acquisition, operation, maintenance, life cycle sustainment, and training of shipboard personnel

-Experience with design, construction, and fleet introduction of Naval Ships, including design changes, ship alterations, and identification of how these alterations affect configuration, operations, training, and life cycle sustainment

-Experience with supporting the design, construction, development, and review of systems engineering design artifacts, including Concepts of Operations (CONOPs), requirements analysis, interface design, and system architecture development 

-Knowledge of NAVSEA acquisition processes, including regulations, directives, and statutes, the Navy’s application of the DoD acquisition process, such as contracting and sea trials, and key naval ship acquisition roles and organizations

-Active Secret clearance

Additional Qualifications:

-Experience with US Navy platforms, surface and air-launched weapons, C4I, Sensor, and Electronic Warfare systems

-Experience with large US Navy platform new construction, training programs, and Pre-Commissioning Unit and Littoral Combat System a plus

-Experience in working with foreign clients, export control, and ITAR issues

-Knowledge of security cooperation

-BA or BS degree preferred; MS degree in Engineering a plus
