Grants/Cooperative Agreements Specialist

Key Role:

Provide support to government's grants and cooperative agreements office in all areas related to assistance agreements process required to support various programs, and projects for federal government. Support to the program grants office to advise and assist on execution and administration of a variety of grants and cooperative agreements for the supplies and services necessary to conduct programs and projects. Provide a high level of customer responsiveness, adaptability and flexibility. Assist the division in cradle to grave grant administration with services and supplies, including the organization, management and administration of grants and cooperative agreements. Assist the agency with the grant and cooperative agreement life cycle, including opportunity announcements, application review, and notice of awards and post award monitoring grants and cooperative agreements notice of award modifications.


Basic Qualifications:

-Experience in assistance agreement source selection and administration

-Experience with the procedures set forth in grants.gov

-Experience in assisting government grant and cooperative agreement officers in the development of assistance agreement files and documentation

-Experience with analyzing proposed costs, evaluating technical and audit reports, forecasting price trends and evaluating economic factors, and methods of allocating cost through various types of overhead and general and administrative expense

-Ability to work effectively with program managers, project officers, and technical subject matter experts

-Ability to analyze requirements documents and develop work statements

-Ability to develop, prepare, present terms and conditions, and requirements related to the award of grants and cooperative agreements

-Ability to negotiate, award, and administer grants and cooperative agreements 

-Ability to draft documents in support of the government grant and cooperative agreement officers to complete cost analysis, including perform detailed analysis of all elements of cost in proposals

-BA or BS degree


Additional Qualifications:

-Experience working as a FAR based contracting officer or contract specialist

-BA or BS degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management
