Healthcare Business Operations Program Manager

Key Role:

Provide program management leadership for an Acquisition Category (ACAT) I Major Automated Information System (MAIS) program for a DoD Electronic Health Record (EHR) system. Provide oversight and leadership to a team of individuals supporting business operations activities for a DoD healthcare Program Management Office (PMO), including acquisition, risk and schedule, performance management, manpower, business financial management, earned value management, and program control. Direct and manage workload, review and approve work products for client submission, and encourage professional growth and development of team members. Support strategy planning and execution activities in alignment with DHMSM’s tailored acquisition structure and the DoD 5000 Series Instructions, including DoD acquisition reporting (DAMIR) and planning for key authority to proceed events and milestones. Provide analysis of existing acquisition processes to deliver recommendations for streamlining. Develop briefings and materials in support of executive-level meetings and develop content for data calls, program updates, and tasker requests from internal and external program stakeholders. Coordinate data calls for program updates across PMO branches and interface with clients frequently, providing recommendations for process refinements and workload distribution.

Basic Qualifications:

-10 years of experience with project or program management of large, complex information systems projects requiring development, integration, implementation, and training, including Pre-Initial Operational Capability (IOC) activities

-3+ years of experience with supporting ACAT I MAIS programs directly

-3+ years of experience with the implementation and integration of a Commercial Off-The-Shelf (COTS) IT solution

-Experience with Microsoft Office, including Word, Excel, and PowerPoint

-Ability to obtain and maintain a security clearance

-MA or MS degree

-Project Management Professional (PMP) Certification or equivalent required

Additional Qualifications:

-Experience with civil or military healthcare

-Experience with health IT and multihospital, geographically dispersed enterprise electronic health record implementations

-Ability to manage multiple projects, including adjusting to shifting priorities in a fast-paced environment

-Ability to communicate with technical and non-technical audiences effectively

-Possession of excellent oral and written communication skills

-Possession of excellent problem-solving skills  

-Public Trust clearance
