Human Capital and Learning Strategy Consultant

Key Role:

Maintain responsibility for trend analysis and strategy development to effectively evaluate and communicate results to aid decision making process for workforce management and development, including process and organizational change. Support analysis to comprehend the interconnectedness of employee programs to influence the employee value proposition. Identify and determine the appropriate data to analyze and support the objectives of a project. Leverage knowledge of industry and market trends in providing recommendations to clients based on best practices in the field of workforce management. Serve as a mentor to junior level staff. 

Basic Qualifications:

-6+ years of experience with organizational human capital strategy, including workforce recruitment, deployment, development, or retention strategies

-Experience with building and maintaining client relationships in a team-based government or professional services environment

-Experience with Microsoft Office suite

-Knowledge of instructional design methodologies, learning analysis and strategy, content design and development, content delivery, and learning technology, or learning evaluation

-Ability to clearly communicate strategies for translation to tactical implementation

-Ability to apply analytic expertise for processing survey responses, workforce planning data, and communications statistics

-Ability to obtain a security clearance

-BA or BS degree required

Additional Qualifications:

-Knowledge of federal civilian workforce structure and guiding OPM regulations

-Knowledge of industry standards for learning development and content management, including ADDIE, and Kirkpatrick model

-Possession of excellent oral and written communication skills

-MA or MS degree preferred
