HUMINT Targeting Officer

Key Role:
Maintain responsibility for serving as a HUMINT targeting officer (HTO) with a US Army client. Perform detailed open source and classified research, intelligence analysis, and application of HUMINT doctrine. Develop all-source target packages and provide detailed analytical support in response to customer requests for information (RFIs). Identify and nominate HUMINT targets and leads and produce detailed, actionable, and timely lead tenders, lead development packages, source development analysis, source validation products, and time sensitive, quick turnaround targeting support products. Represent the client at working groups and analytical exchanges, when necessary.

Basic Qualifications:
-10 years of experience with intelligence operations and assisting with drafting expert assessments across operations priorities on behalf of the client
-5 years of experience with working in the intelligence community (IC)
-5 years of experience with data analysis in the DoD or IC
-Experience with collection management, including HUMINT operations and writing analytic products following IC directives and guidance
-Knowledge of Army structure and defense level intelligence operations, including intelligence collection, fusion, analysis, production, and dissemination for intelligence databases and products
-Knowledge of intelligence automated systems, including imagery analysis, signals intelligence, and exploitation tools and libraries
-Knowledge of DoD and government programs and products
-Knowledge of intelligence oversight and security guidelines
-Active TS/SCI clearance required
-BA or BS degree

Additional Qualifications:
-2 years of experience with HUMINT targeting methodologies and operations
-Experience with assessments, enterprise data integration, governance, and metrics, including the application of metadata management techniques and data modeling and design
-Experience with the application of quantitative and qualitative analytic methods, including the design, development, and management of statistical models and enterprise-wide surveys
-Experience with CI and HUMINT targeting methodology and tradecraft at higher levels
-Knowledge of how to apply state-of-the-art intelligence analysis tools
-Knowledge of social, culture, and tribal network analysis, including critical personalities and their roles within the networks
-Ability to research, create, develop, and deliver professional briefings, multimedia
presentations, and written reports
-Ability to produce reports that incorporate text and graphics to convey complex concepts to senior policy makers
-Ability to manage research and coordination for projects
-Ability to instruct and interact with small groups on data and information requirements and coordination tasks

-Knowledge of IC targeting-centric databases, including Palantir, TAC, Analyst Notebook, HOT-R, DCGS-A, and other SIGINT databases supporting HUMINT operations
-Possession of excellent oral and written communication skills
-TS/SCI clearance with a polygraph preferred
-Completion of a Joint HUMINT and Analysis Targeting course or service equivalent course
-Completion of specialized training from any intelligence collection and analysis school
