International Programs Security Analyst

Key Role:

Support the DoD as an analyst in foreign disclosure (FD) and technology transfer (TT). Serve as a foreign disclosure analyst tasked with analyzing, reviewing, and recommending approval or denial of all DoD-initiated requests to disclose classified and controlled unclassified materials, including briefings and other DoD-originated information. Draft and edit FD and TT-related documents, including Delegation of Disclosure Authority Letters (DDL), international agreements, and technology assessment or control plans. Provide analysis and recommendations for requests for Exceptions to National Disclosure Policy (ENDP) and staff ENDP requests within the DoD.


Basic Qualifications:

-7+ years of experience with international programs security, security cooperation, or security assistance programs

-Experience in working with a geographically-dispersed team

-Knowledge of DoD foreign disclosure policies and procedures

-Ability to provide support in detailed research, analysis, and production of security and treaty-related products

-Ability to manage competing priorities in a fast-paced environment, work independently, analyze complex data, and prioritize tasks

-Ability to provide expertise and analytical techniques and processes for supported activities

-Secret clearance

-BA or BS degree in International Relations or Foreign Policy or 12+ years of experience in the security field

-DoD, Army, or USMC Foreign Disclosure Officer Certification


Additional Qualifications:

-Experience with the Foreign Visits System (FVS)

-Experience with managing SharePoint-based portals

-Experience with the application of DoD foreign disclosure policies and regulations, including National Disclosure Policy (NDP-1), and International Traffic in Arms Regulations (ITAR)

-Experience in conducting foreign disclosure analysis for disclosure or release of USG information to foreign recipients

-Knowledge of formal DoD staffing and coordination processes

-Knowledge of Committee on Foreign Investment in the US (CFIUS)

-Possession of excellent interpersonal skills

-Possession of excellent oral and written communication skills

-Top Secret clearance
