ISR Portfolio Manager

Key Role:

Support the Air Force Cryptologic Office (AFCO) as a subject matter expert (SME) and portfolio manager advocating for Air Force Service Cryptologic Component (AF SCC) equities. Serve as a liaison for HQ USAF/A2, Air Combat Command, Numbered Air Force, and its subordinate organizations with the intelligence community and other stakeholders. Provide recommendations on the development of SIGINT operational courses of action, policies, and synchronization of SIGINT mission requirements. Participate as an SME in client and other stakeholder meetings and video teleconferences and provide summaries of issues, action items, and subjects discussed. Identify strategic implications of issues and cryptologic operations and recommend courses of action to proactively position the Air Force for success. This position is located at Fort Meade, MD.


Basic Qualifications:

-8+ years of experience with Air Force ISR operations, including Air Force Distributed Common Ground System (AF DCGS), airborne ISR, such as RC-135V/W RIVET JOINT, or national collection, processing, exploitation, and dissemination (CPED) operations

-2+ years of experience with working on foreign cryptologic issues, including cryptologic operations, cryptologic analysis and reporting, or cryptologic policy and directives

-2+ years of experience with working in a squadron-level or higher project management or staff-level action officer functions

-2+ years of experience with writing, interpreting, inspecting, or implementing national and AF ISR policy, directives, and guidance

-Experience in working with mission managers at national Cryptologic Centers

-Knowledge of Signals Intelligence (SIGINT) CPED, analytic tools and techniques, collection management, multi-INT fusion, and ISR support to the warfighter

-Ability to produce professional projects within short deadlines for a wide audience of clients

-Active TS/SCI clearance with a polygraph

-AA or AS degree


Additional Qualifications:

-Experience in working with national Target Offices of Primary Interest (TOPI) or Joint senior partners

-Experience with Air Force or national agency staff actions, including Operational Instructions, Bullet Background Papers, Air Force memos, Air Force Instructions, or other policy manuals and directives, AF Staff Summary Sheet, or national agency Staff Processing Form

-Experience with project management software, including Microsoft Project and Microsoft Office, such as Word, Excel, and PowerPoint

-Experience with process, design, implementation, and operations

-Knowledge of national and tactical collection, processing, analysis, and SIGINT reporting vehicles and tools

-Ability to prepare clear, concise, and visually enticing communication documents for leadership

-BA or BS degree preferred; MA or MS degree a plus
