IT Strategic Capital Planner

Key Role:

Support the brainstorming, development, and execution of an IT transformation strategy. Act as an IT strategy expert to guide the transformation of the portfolio from old legacy systems to new and modern systems that take advantage of the latest commercial solutions, including Cloud computing, mobile technology, and ERPs. Work with different workstreams, including data management, Cybersecurity, enterprise architecture, and portfolio management to comprehend the current systems landscape and challenges, identify business improvement opportunities, develop a clear end-state for the portfolio, and create a roadmap for achieving preferred goals. Demonstrate expertise in transforming and modernizing a large portfolio of DoD systems. Help to justify the strategy and provide leadership with a direct ROI and impact of modernizing the HRM Portfolio. Provide strategic planning of large projects or a significant segment of a strategic planning portion of a large complex project. Assist with developing mission and vision statements and subsequent goal delineation, provide guidance for building operational plans, specify measurable outcomes, including capital outlay planning efforts in a consolidated strategic planning process, and prioritize those initiatives.

Basic Qualifications:
-Experience with project and program management

-Experience with the execution of process improvement

-Ability to communicate effectively when anticipating and addressing client concerns and issues

-TS/SCI clearance

-BA or BS degree

Additional Qualifications:

-6 years of experience with domain-level human resources systems portfolio management

-Experience with helping large organizations migrate legacy systems to the Cloud

-Experience with helping large organizations to develop ROIs for portfolio modernization

-Knowledge of systems, process analysis, and project management

-Ability to work in collaborative teams

-Possession of excellent oral and written communication skills

-Possession of excellent data assimilation, organization, self-direction, and team working skills

Clearance
