IT Strategic Organizational Planner, Mid

Key Role:

Support the brainstorming, development, and execution of an IT organizational design strategy. Act as an IT strategy and general management consultant to guide the design of a new IT organization, manage the portfolio of IT capabilities, and support all Air Force communities and stakeholders who use the system for mission accomplishment. Assist with defining the IT service portfolio to be managed, define the business processes of the operational management organization, assess and recommend the number and types of employees require to man the IT organization, establish associated metrics, and provide appropriate IT training. Leverage expertise with transforming and modernizing an IT system and the associated organizational structure. Help to justify the strategy and provide leadership with a direct ROI and impact of modernizing the HRM portfolio. Provide strategic planning of large projects or a significant segment of a strategic planning portion of a large complex project. Assist with developing mission and vision statements, subsequent goal delineation, provide guidance for building operational plans, and specifying measurable outcomes, including capital outlay planning efforts in a consolidated strategic planning process and prioritize those initiatives.

Basic Qualifications:

-Experience with preparing documents and development of courses of actions (COAs)

-Knowledge of functional area analysis, functional needs analysis, and functional solutions analysis

-Knowledge of general management tools and techniques including organizational design, analysis of alternative, process improvement, and manpower analysis

-Ability to facilitate clients and collaborate with various local, state, and federal agencies

-Ability to obtain a security clearance

-HS diploma or GED

Additional Qualifications:

-Experience with designing and developing IT organizations

-Experience with IT digital strategy development to drive overall business growth

-Experience with systems implementation and optimization, operational process reviews, and technology assessments and creating technology roadmaps

-Experience with documenting processes and developing standard operating procedures

-Ability to create an integrated master schedule based on project requirements

-Knowledge of systems, process analysis, and project management

-Ability to bridge the gap between technology and business-oriented client teams effectively

-Ability to anticipate and address client concerns and issues

-Ability to develop CaaS Project CONOPS, Functional Capabilities CONOPS, and IT business processes

-Ability to work in collaborative teams

-Possession of excellent oral and written communication skills

-Possession of excellent data assimilation, organization, self-direction, and team working skills
