Learning Systems Specialist

Key Role:

Assist DoD clients with the evaluation, creation, and review of training, manpower, and program documentation supporting C4ISR solutions. Conduct training needs analyses (TNA) or front-end analyses (FEA) to identify gaps in knowledge, expertise, and abilities (KSAs) and communicate TNA or FEA results to high-ranking government clients effectively. Work closely with Cyber and C4I SMEs and DoD personnel to carefully analyze performance needs, design effective training program solutions, and analyze strategies that leverage Navy instructional design and workforce development models to ensure learning objectives are met. Analyze instructional needs and apply the ADDIE methodology to the full life cycle of course development in an established process by developing curricula, course needs assessments, objectives, designs, storyboards, and evaluations for in-person, online, and self-paced training modules, as needed. Ensure the integrity of task analysis, training requirements, training hierarchies, instructional materials, and evaluation plans, as appropriate.

Basic Qualifications:
-5+ years of experience with Navy operations
-Experience with conducting research and analysis of data and generating coherent recommendations associated with Navy MPT policies, processes, and procedures 
-Experience with standard Navy terminology

-Secret clearance

-BA or BS degree

-DoD Cyber Workforce Designation via requirements listed in DoD 8140.01 within 2 weeks of hire

Additional Qualifications:
-Experience in a Naval training command or master training specialist role
-Experience with the implementation of OPNAVINST 1500.76, NAVEDTRA 130 series, and other DoD manpower or training policies

-Knowledge of Navy CPM/LOM or AIM processes and procedures
-Possession of excellent oral and written communication skills
-Training, Instructional Design, Training Evaluation, or other Certification or Training
