Management Analyst, Mid

Key Role:
Provide network engineering and software development lifecycle support for an electronic disease surveillance and reporting system developed by the government. Provide project management leadership and expertise in information technologies for disease surveillance and reporting, data storage and management, software, standards or interoperability, and pathogen inventory for animal and public health laboratories for detection of pathogens of security concern. Assist and advise the government with the execution of the program, supporting the planning, budgeting, monitoring, and evaluation of assigned country projects and engaging with implementing contractors and other partners to ensure that contractual obligations are met. Work with a matrixed consulting team in developing, revising or reviewing software development and implementer requirements, program acquisition documents, and all program deliverables. Interface with client science and program management personnel and work with a team of technical subject matters experts, including science, disease surveillance, biosafety and biosecurity, and project management and acquisition specialists collaboratively to support the client.
 

Basic Qualifications:
-5 years of experience in a professional work environment
-2 years of experience with program management and acquisition processes
-Ability to provide program management expertise to support the execution of programs and projects through the acquisition process
-Ability to use expertise to advise and assist the government with acquisition planning, execution and management of contract and intergovernmental actions
-Ability to obtain a security clearance
-BA or BS degree in Business, IT or Management
 

Additional Qualifications:
-2 years of experience with network engineering, Agile or the software development lifecycle, certification and accreditation, and information assurance
-Knowledge of the enterprise-wide systems development lifecycle process 
-Knowledge of federal acquisition regulations (FARs), the DoD’s process for acquisition programs, and the various program reviews required for acquisition approval
-Ability to provide subject matter acquisition expertise regarding program and project planning activities for the Cooperative Threat Reduction (CTR) Program
-Ability to provide insight and advice on strategic direction and applicability of up-to-date, industry standard solutions
