Manpower Personnel and Training/FMS Analyst

Key Role:

Support the conduct of requirements analysis, training assessment, training needs analysis, program and curriculum development, and the design, development, execution, and assessment of a training program for foreign Navy students in preparation for ship manning and operations. Make recommendations to team leadership and USG on training program options based on analysis of options and develop and support the execution of a training program within the limitations and requirements set out by the USG. Review training related data, conduct analysis, and generate reports to support program decision making. Interface with government technical project managers and contract team members to ensure support provided meets or exceeds all work performance objectives and standards.


Basic Qualifications:

-3+ years of experience with designing and implementing training programs for shipboard and shore–based sailors in the operation and maintenance of ships and shipboard systems

-Experience with developing training IAW with NAVEDTRA 136, Integrated learning environment course development, and a life cycle maintenance method

-Experience with adapting curriculum and development of training for ESL students

-Experience with pre–commissioning and integration of crews into new construction ships

-Experience with Instructional Design, Adult Learning Theory Application, e–Learning, and Instructor Led Training  

-Active Secret clearance

-BA or BS degree


Additional Qualifications:

-Experience with manpower and personnel development plans

-Experience with front–end analysis development

-Experience with Microsoft Project, Excel, and Access

-Experience with the Foreign Military Sales program and foreign students

-Experience with large US Navy platform training programs

-USN Master Training Specialist


Clearance: 

Applicants will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.
