Military Communications Program and Business Manager

Key Role:

Maintain responsibility for developing and growing the business within the Army communications program, managing and delivering complex technical solutions. Lead, shape, and execute medium-to-large business opportunities, develop compelling proposals, and grow in previously undeveloped market space. Provide technical project and program level oversight and thought leadership to drive the completion of high-quality client deliverables and manage client relationships. Plan and manage projects to meet delivery, quality, schedule, and cost goals to engineering and technical assistance efforts in support of an Army PM tactical communications client. Supervise staff, manage budgets, schedules, and project operations, and implement overall business process improvements and project management best practices. Serve as a primary interface with multiple business management departments, including finance, subcontracting, contracting, purchasing, and recruiting. Provide strategic advice to senior management in negotiations, risk assessment, and other business development initiatives, including the development of strategic vision and direction.


Basic Qualifications:

-15+ years of experience with leading and managing large-scale projects or programs, including defining, establishing, and leading business development and technical solution delivery of Army communications programs with DoD or federal civilians

-5+ years of experience in a supervisory or management role, leading and coordinating diverse teams from various organizational levels

-Experience in the end-to-end proposal and capture of large scale projects, including opportunity identification, qualification, and proposal submission

-Experience with systems engineering and Army C4ISR systems and communications transport networks, including satellite and terrestrial

-Experience with Army research and development, acquisitions, and operations

-Experience with executive leadership

-Ability to collaboratively deliver proposals, technical solutions, and firm capabilities

-Ability to lead large teams and promote an environment of success for team members

-Secret clearance

-BA or BS degree in Information Systems, Computer Science, or Engineering Science


Additional Qualifications:

-Experience with managing projects in the Army PM community of a PEO

-Experience with the military and comprehending a command climate and military infrastructure

-Experience as a former Army Signal or Acquisition Commissioned Officer preferred

-Experience with Army contracting process and DoD 5000 acquisition process

-Ability to brief senior military, government civilian, and company personnel

-Possession of excellent oral and written communication skills

-MA or MS degree in Business Administration or a technical discipline, including Information Systems, Computer Science, or Engineering

-Project Management Professional (PMP) and Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 Certification
