Military Operations Planner/Strategist

Key Role:
Provide thought leadership and insight to analyze the development of military plans supporting US Army missions and lines of effort. Apply experience with Army and Joint planning processes, including MDMP and JOPP to analyze the development of new or updated strategies, plans, policies, guidance, and orders addressing the relocation and transition of Army Cyber units, personnel, and equipment. Advise on the implementation of new ideas, procedures, processes, methods, or approaches of substantial scope, difficulty, and complexity in the areas of short or long-range strategic planning, strategic development, strategic deployment, continuing improvement initiatives, or program integration. Analyze the development of policies, strategies, information papers, briefings, concepts of operations, concept plans, operation orders, operation plans, fragmentary orders, execution orders, MDMP products, standard operating procedures, implementation plans, requirements definitions and analyses, tactics, techniques, and procedures, and assessments, as requested. Plan, participate in, or lead formal and informal meetings, operational planning teams (OPTs), working groups, coordination sessions, councils, and tabletop exercises. Brief and advise senior military and civilian clients, including 1-3 star general officers or SESs. Work in a team-oriented, highly dynamic environment and apply expertise in analytics, oral communication, and presentations.

Basic Qualifications:
-Experience with applying MDMP and JOPP to translating staff estimates into completed OPLANS, CONPLANS, OPORDS, FRAGOs, and functional plans
-Knowledge of Army and Joint planning campaign design processes and doctrine
-Knowledge of qualitative and quantitative analytical and evaluative methods and techniques
-Active Secret clearance
-BA or BS degree

Additional Qualifications:
-Knowledge of the relationship of Army and Joint planning processes to the broader DoD processes
-Knowledge of the Army POM, TAA, and PPBE processes
-Knowledge of the Army or DoD Cyberspace operations enterprise 
-Knowledge of USSTRATCOM, USCYBERCOM, HQDA, and Joint Staff processes and procedures
-Knowledge of the client’s organizational structure and its programs, missions, policies, goals, and philosophies
-Active TS/SCI clearance with a polygraph
-MA or MS degree
