Military Program Analyst

Key Role:

Maintain responsibility for analyzing the day-to-day duties of a Navy program office. Work in a Navy acquisition program office that is complex, time consuming, and requires products to be produced within short timelines. Interact with Navy program office leadership, uniform and government civilians, naval operation resource sponsors, other support contractors, and original equipment manufacturers or industry partners. Contribute to the development of PowerPoint briefs, whitepapers, financial spreadsheets and reports, and correspondence. Represent the program office at meetings and conferences, and perform activities, as needed. Work with demanding clients, including briefing senior Navy uniformed and civilian personnel and working across large stakeholder communities.

Basic Qualifications:

-20+ years of experience in Navy fleet and shipboard operations, Navy resource sponsor activities providing funding, and other resources for Navy offices and ACAT programs of record, including analyzing the development of briefs for senior Navy staff at the 4-star and political appointee equivalent levels and working with operational users in the fleet to determine current and future warfighter needs and program objective memorandum issues, such as financial planning and budget execution

-Experience as a senior Navy program analyst with surface ship and Navy fleet operations, OPNAV N95/N96 resource sponsor activities, and the DoD PPBE process

-Knowledge of Navy operations at the strategic, operational, and tactical levels

-Knowledge of DoD and OPNAV staff duties and responsibilities, including the planning, programming, budgeting, and execution process and seams issues between OPNAV resource sponsors

-Ability to communicate with working level uniformed and government civilian staff and senior flag officer or general officer and civilian Navy leadership clearly and effectively

-Secret clearance

-BA or BS degree
