Military Subject Matter Expert, Lead

Key Role:

Provide clients with analytic and program management to support Navy IT strategy, policy, and resourcing decisions to ensure alignment with strategic DoD objectives. Provide analytic support to assist with the development and implementation of strategies, policies, and programs across the Doctrine, Organization, Training, Material, Leadership and Education, Personnel, and Facilities (DOTMLPF) spectrum. Assist with the development of key briefings, point papers, talking points, and presentations for senior Navy leaders to inform critical decisions on Navy strategy, policy, and investments. Develop metrics and adapt data measurement strategies to meet changing data needs from key DoD and Navy stakeholders. Assist with tracking and assessing impacts and risks of program or system changes on resource plans, requirements, and issues throughout the Planning, Programming, Budgeting, and Execution (PPBE) cycle. 


Basic Qualifications:

-10+ years of experience in a professional work environment

-Experience with Navy HR management or the manpower, personnel, training and education (MPT&E) domain

-Experience with Navy or Service staff as military, civilian, or contractor, including Joint Staff, OPNAV, and Navy SYSCOMs

-Experience with key national security and Navy strategic and policy documents

-Experience with Microsoft Office Suite, including Excel, PowerPoint, and Word

-Knowledge of key Navy programs and systems currently in service and under development and the PPBE process

-Ability to develop and brief data summaries to support decision-making

-Ability to work independently, collaboratively, creatively, and analytically in a problem-solving environment

-Active Secret clearance

-BA or BS degree


Additional Qualifications:

-Possession of excellent oral and written communication skills

-Possession of excellent presentation, organizational, and interpersonal skills

-Possession of excellent analytic skills

-MA or MS degree preferred
