Naval Projects and Plans Business Analyst

Key Role:

Provide program management support to a Navy client, including providing the client with management consulting on organization redesign and new business processes. Support the project as the primary liaison between Navy commands and associated stakeholder groups and support Navy processes in the modernized delivery phase as they pertain to knowledge capture (KC), rating domain analysis (RDA), media and fidelity analysis (M&FA), functional requirement determination (FRD), and content reengineering. Support the client program management team in determining requirements and executing an extremely complex training modernization delivery plan. Maintain responsibility for supporting operational, technical, economic, and schedule feasibility analysis for training delivery. Analyze the development of a student input plan, quota management requirements, and validation of instructor, classroom, and training equipment and systems requirements for execution of modernized training content. Collaborate with department heads and other internal and external Navy stakeholders to deliver quality project artifacts and achieve implementation milestones. This position is not available for remote delivery, requires 100% onsite client delivery, and is located in Pensacola, FL.

Basic Qualifications:

-4 years of experience with project management

-Experience with Microsoft Office, including Word, Excel, PowerPoint, and Visio

-Experience with IT process analysis or process improvement

-Secret clearance required
-HS diploma or GED

Additional Qualifications:

-Experience with technical or managerial expertise in Navy, DoD, or federal government strategic IT project management or planning development

-Experience with technical or managerial expertise in supporting Navy system design or integration

-Experience with supporting Navy Sailor 2025 or ready relevant learning (RRL)

-Experience with Microsoft Project

-Possession of excellent critical thinking skills

-Possession of excellent oral and written communication skills, including drafting, reviewing, and editing technical graphics, documents, and briefings

-BA or BS degree in Business Administration, MIS, or a related field

-Project Management Institute (PMI), Agile Scrum, or comparable certification
