Open Source Capabilities Manager

Key Role:

Identifies client's business and system requirements, and translate/decompose those needs into actionable software requirements, test criteria, and scenarios.  Utilizes highly-developed domain expertise, stakeholder relationships, and advanced capability knowledge to achieve goals.  Develops solutions to routine technical problems of limited scope. Assess current OSINT tools within the Army OSINT Enterprise for currency in an ever-changing technological environment. Evaluate upcoming changes to policies and tradecraft and provide assessments and recommendations to the AOO. Support for the development of future capabilities associated with Open Source media exploitation. 

Basic Qualifications:

-3+ years of experience with conducting open source research, all-source intelligence analysis, ​or intelligence collection

-Experience with business operations, financial planning, internal audits, quality assurance, policy compliance, or financial reporting ​

​-Knowledge of intelligence oversight and security guidelines

-Knowledge of advanced Internet-based research, including Boolean logic, advanced research techniques, search engine and database resources, and Internet sources, including social media, social networking tools, and commercial and industry-based databases

-Ability to analyze problems, conduct research, summarize results, provide recommendations, prepare reports or documents, and present results in oral and written forms

-Ability to employ behavioral and technical research methodologies and tradecraft and brief client leadership and colleagues on results of research succinctly

-Active TS/SCI clearance

-BA or BS degree

Additional Qualifications:

-Experience with an Army Program Executive Office (PEO) or program, project, or product manager (PM) support

-Knowledge of Army staff procedures and DoD acquisition regulations and instructions

-Knowledge of scripting languages and technologies such as Python, R Studio, and Splunk

-MA or MS degree preferred

-Completion of IC, DoD, or Army OSINT tools training or equivalent ​

-PMP Certification a plus

Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance is required.
