Operational Medicine Defense Health IT Systems Requirements Developer

Key Role:

Provide consulting support for an Acquisition Category (ACAT) I Major Automated Information System (MAIS) program for DoD health-related IT systems. Work closely with colleagues, clients, and various DoD health communities of interest to define and document required information systems capabilities and requirements to support operational medicine. Investigate and review current doctrine, system capabilities, mission documentation, processes, policies, and procedures to develop mission understanding. Work with a community of interest to comprehend and document required system capabilities and related system functional and non-functional technical requirements in current and future environments. Work with stakeholders to solicit feedback and manage and resolve comments, identify required system interfaces, and support the development of enterprise architecture products. Support business, cost, and alternatives analysis and develop and document system scenarios, use cases, and concepts of operation. Develop briefings summarizing efforts and justification and support the JCIDS staffing process.

Basic Qualifications:

-10+ years of experience in a professional work environment

-Experience in working with diverse stakeholders and communities of interest to develop requirements and deliver and staff documents, including Capabilities-Based Analysis (CBA), Initial Capabilities Documents (ICD), Capability Development Documents (CDD), Capability Production Documents (CPD), Requirements Definition Packages (RDPs), Capability Drop (CD) documents, or other specification documentation

-Experience with performing and documenting requirements traceability

-Experience with standard concepts, practices, and procedures in program and project management, business case reports, risks, and issues

-Experience with systems engineering and working in a DoD Program Management Office

-Knowledge of the JCIDs requirements process

-Knowledge of DoD Enterprise Architecture products

-Knowledge of SDLC

-Ability to review, analyze, and evaluate business processes and user needs, document requirements, and translate into proper system requirement specifications

-Ability to obtain a security clearance

-BA or BS degree and 14 years of experience with information systems or MA or MS degree

Additional Qualifications:

-Experience with using IBM Jazz, Rationale, DOORS, or Jira

-Experience with Agile development efforts

-Experience in working with an Acquisition Category (ACAT) I program

-Experience with the Military Health Systems, DoD logistics, Command and Control, Operational Planning, or Situational Awareness/Common Operational Picture (COP) tools

-Experience with mobile applications

-Knowledge of Cyber and RMF

-Knowledge of DoD IT policy and architecture

-Secret clearance preferred
