Operational Plans Analyst, Senior

Key Role:

Provide analytical support to Rotary Wing (RW) and Tilt-Rotor (TR) operational planning efforts and participate in Operational Planning Teams (OPTs) to analyze RW and TR aviation contributions to operational plans, theater security cooperation, and theater exercise support and provide meaningful feedback during discussions to achieve optimal support. Analyze the RW and TR training and exercise employment program (TEEP), future operations readiness, and training and readiness practices and standards and assess current and future ability to attain them within targeted fiscal resources. Provide fiscal analysis of the respective training or readiness value derived from the theater security cooperation exercises and recommend exercise prioritization based on costs, training value, and enduring value. Monitor the currency of assigned operation plans (OPLANs) and concept plans (CONPLANs) to ensure updates are incorporated and coordinated with higher, adjacent, and subordinate commands. Facilitate training and education to ensure subordinate commands are aware of their responsibilities in any assigned plan and provide recommendations and input to the Program of Action and Milestones (POA&M) during the exercise life cycle for Joint and other-directed exercises. Assist with the validation of Time-Phased Force Deployment Data (TPFDD) for OPLANs, CONPLANs, and regional contingency operations within the Pacific Area of Operation (AO) to ensure adequate and realistic force closure and conduct planning and liaison with tenant units in the development of aviation plans (AVPLANS) pertinent to operations. Support planning efforts, including plan reviews, provide periodic updates on exercise FY budget status for RW and TR operations, and provide research for technical analysis of emerging tasks, requirements, current processes, gaps, and vulnerabilities associated with training, sustaining, and generating a ready force.

Basic Qualifications:

-5 years of experience with aviation employment supporting a Marine client

-Experience with briefing aviation planning and employment to the senior executive or general officer level

-Experience with DoD and Marine Corps policy and guidance, including training manuals and requirements

-Experience with Microsoft Office suite, including Excel, Word, and PowerPoint

-Knowledge of the Joint exercise life cycle and the Marine Corps planning process

-Knowledge of the Timed Phased Force Deployment Data process

-Secret clearance
-BA or BS degree

Additional Qualifications:
-5+ years of experience as an aviator in the Pacific AO

-Experience with Combatant Command and Marine Corps service plans supporting the Pacific AO
-Experience with large and complex projects

-Experience with supporting multi-functional teams delivering across multiple task areas
-Possession of excellent critical thinking and problem-solving skills
-Possession of excellent oral and written communication skills
