Policy Team Lead, Senior

Key Role:
Manage a workstream that supports a DoD program or project management office and maintain oversight responsibility of military department compliance with and operations of certain personnel issues. Oversee the DoD client office and deliverables provided by the Booz Allen support team. Report through the contract’s program manager and deputy program manager to support multiple career government clients who report to DoD leaders. Develop recommendations for policy language and drafting DoD issuances, including analyzing issue papers, staff packages, action memoranda, policy change, or clarification memoranda that identifies key issues or decision points for government leaders’ consideration and recommending courses of action for various circumstances that may merit DoD-level oversight of military department activities. Draft reports or responses to government inquiries, including supporting government clients by analyzing unified legislative and budgeting proposals (ULBs), as necessary and supporting efforts to prepare government clients for occasional meetings. Support the oversight and drafting of complex reports and briefings that the client may provide to senior DoD leaders or other stakeholders, including the government or other DoD leadership offices. Contribute intellectual capital and expertise to other workstream leads responsible for performance measurement, operational quality assurance, and strategic planning. 
 

Basic Qualifications:
-8+ years of experience in a management or personnel officer role in the military, including substantive DoD policy development or oversight or Capitol Hill work, such as legislative directors or military legislative assistants
-Experience with managing client relationships
-Knowledge of the legislative process
-Ability to deliver recommendations supported by in-depth analysis under tight timelines consistently and work collaboratively to achieve measurable outcomes, including using Microsoft Office, such as Word, Excel, and PowerPoint
-Ability to deliver products with strict attention to detail while comprehending that the client may share deliverables that might reach high levels of the government
-Ability to communicate complex issues to senior leaders and stakeholders in a concise, accurate manner
-Ability to conduct comprehensive information gathering and analysis
-Ability to manage or oversee a range of junior, mid, and senior Booz Allen team members and subject matter experts
-Ability to obtain a security clearance
-BA or BS degree
 

Additional Qualifications:
-Experience with Microsoft Project
-Possession of excellent oral and written communication skills, including presenting ideas to defense and military stakeholders clearly, logically, and persuasively
-Secret clearance
-MA or MS degree in Public Policy or Administration or MBA or JD degree
