Portfolio Management Analyst Lead

Key Role:

Provide support to a DoD client portfolio management team overseeing the annual Operational Execution Plan (OEP) process. Develop OEP products, review system data, and process out-of-cycle system certifications. Develop OEP guidance and processes, including conducting ongoing continuous process improvement. Work with the IT portfolio management IT PfM client lead, establish the IT PfM structure, and ensure that the federal organization's investments align with their strategy, including enterprise architecture, business value for the customer, and budget cycle. Assist the client with prioritizing IT investments during portfolio review sessions. Assist the client with guiding organizational project managers throughout the project life cycle.

Basic Qualifications:

-10+ years of experience with supporting IT Portfolio Management in the federal government

-5+ years of experience with directly supporting organizational execution planning (OEP) submission in DoD

-5+ years of experience in a supervisory role

-3+ years of experience with program analysis and data analysis

-Experience in working with AirForce components, Joint organizations and DoD customer base that are dispersed worldwide, and the associated regulatory guidance

-Experience with the capital planning and investment control life cycle

-Knowledge of the business capability acquisition life cycle process

-Secret clearance

-MA or MS degree

-Certification in Project or Portfolio Management, including PMP or PfMP

Additional Qualifications:

-Experience with Microsoft Excel, including Word, PowerPoint, IE, Project, and Outlook

-Experience with coordinating across numerous and mostly external stakeholders

-Experience with recommending and implementing process improvement initiatives

-Experience with briefing senior-level federal clients

-Experience with enterprise architecture a plus
-Possession of excellent organizational and time management skills
