Program Manager, Lead

Key Role:

Support, assist, and enable the Manpower, Personnel, Training, and Education (MPTE) data management branch plan and implement its data management program, including planning, execution and oversight of policies, practices and projects that acquire, control, protect, deliver, and enhance the value of data and information assets in the areas of data governance, data modeling and design, data storage, data security, data integration and interoperability, document and content management, reference and master data, data warehousing and business intelligence, metadata, data quality, data architecture management, information management, and API life cycle management. Provide IT project management support to the MPTE data management branch at the client site by performing project management (PM) and requirements’ management functions in accordance with industry best practices. Assist MPTE data management branch staff as a member of a large project team, and maintain responsibility for the development, implementation, and sustainment of new IT systems, including monitoring and communicating project progress against established milestones to ensure the execution schedule is maintained. Exercise program level oversight of the contractor team responsibility for complex and high-risk programs and projects. Lead team through all phases, including concept, development, implementation and closeout. Oversee the work breakdown structure, critical path, and change control. Supervise and develop staff and support contract budget, schedules and all program and supporting sub-project operations. 

Basic Qualifications:

-15+ years of experience with project and program management

-Experience with working in a DoD environment

-Experience with implementation of business processes and controls

-Experience with organization management and business process improvement

-Experience with Microsoft office

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with U.S. Navy Human Resources and Pay and Personnel Information Systems

-Experience in drafting, reviewing, and editing technical graphics, documents, and briefings technical or managerial supporting DoD network infrastructure projects

-Experience with Navy MPTE enterprise systems and business processes

-Knowledge of IT process analysis and process improvement

-Possession of excellent oral and written communication skill

-Possession of excellent critical thinking skills

-Project Management Institute (PMI), Security+, or ITIL Certification
