Program Manager, Senior

Key Role:

Provide program-level management, strategy execution support, and thought- leadership to the director of a leading US Army science and technology organization. Assist with driving to completion high-quality deliverables related to the implementation of the organization’s research management and leadership strategy. Organize, execute, monitor, and measure projects through all phases, including initiation, planning, execution, monitoring, and closure. Work closely with the client to ensure projects meet delivery, quality, and schedule goals in support of organization-wide technical programs and strategic initiatives. Serve as a primary coordinator and interface across the organization, with higher headquarters, other government agencies, academia, and industry. Identify opportunities to improve program management processes and identify change management issues or requirements related to strategic implementations.

Basic Qualifications:

-10+ years of experience with Army or defense research and development or science and technology programs or offices

-5+ years of experience with managing multiple projects, including adjusting quickly to shifting priorities and solving problems

-Experience with strategic plan implementation

-Experience with creating presentations, briefings, or decks using Microsoft Word, Excel, and PowerPoint

-Experience with defense acquisition and PPBES

-Ability to synthesize discussions into actionable deliverables and collect, analyze, and use data to make, recommend, or enable decisions

-Ability to operate independently and collaboratively with a variety of internal and external stakeholders by building consensus and support among disparate audiences

-Ability to display deadline- and outcome-driven attention to detail

-Ability to obtain a security clearance

-BA or BS degree

Additional Qualifications:

-Experience with examining complex systems and advising on the development of specific cost reduction solutions and business case analyses to support transformation efforts

-Experience as a practitioner with multiple areas of expertise that spans across management consulting pillars and other functional communities

-Knowledge of how to improve operations and increase process efficiency

-Ability to apply a broad comprehension of both quantitative and qualitative analysis and recommendations to improve organizational performance through changes to strategy, organization structure, process, human capital or culture, information technology, enterprise cost reduction, management practices, and cost drivers

-Ability to make recommendations on how to capitalize on opportunities to improve client performance, including revenue or profitability and mission achievement

-Ability to provide recommendations on how to expand or reorganize a business unit or operation

-Ability to conduct customer or stakeholder analyses and mitigate and manage risk

-Ability to travel to and perform work in Adelphi, MD and Aberdeen, MD

-Secret clearance

-Project Management Professional (PMP), Program Management Professional (PgMP), or similar certification preferred
