Program Manager

Key Role:

Work in a fast-paced, highly collaborative environment to assist with management and leverage subject matter expertise to advise clients in multiple areas, including monitoring and overseeing a portfolio, with a focus on formulating responses to higher headquarters and external agency requests for information on portfolio status. Provide strategic assessments on the relationship of novel scientific discoveries and emerging technologies with the client portfolio. Develop and maintain fruitful relationships with potential clients within the Defense Logistics Agency (DLA) and US Transportation Command (TRANSCOM) Enterprises to identify new and expanding business opportunities within those organizations. Coordinate proactive Business Development (BD) activities when possible to identify, develop, and shape requirements prior to release for public consumption. Engage in BD and capture efforts on opportunities that are released publicly to identify the most essential requirements of the client and maximize the percentage of win. Execute BD, including researching the needs of these agencies, learning of the decision makers, meeting with potential clients, planning and overseeing new marketing initiatives, and attending related conferences, meetings, and industry events to develop and maintain situational awareness of activities across the Enterprises. Provide key issues, concepts, and potential solutions to the proposal writing team and support proposal reviews and final submission. 

Basic Qualifications:

-10+ years of experience with the planning, execution, and monitoring of research, development, test, and evaluation (RDTE) programs within the DoD

-10+ years of experience with preparing plans and reports for both technical and non-technical audiences

-10+ years of experience with coordinating stakeholder activities and relationships across federal agencies

-Experience in interacting with DoD civilian and military organizations and personnel

-Ability to commute to client sites, as required

-Active Top Secret clearance

Additional Qualifications:

-Experience with science and technology policies

-Experience with government contracting actions

-Possession of excellent oral and written communication skills

-TS/SCI clearance preferred

-MA or MS degree in a science or engineering field

-Program Management Professional (PMP) Certification
