Project Coordinator/Administrator, Mid

Key Role:
Provide expertise across the Research and Development (R&D) program planning life cycle. Consult R&D and Science and Technology (S&T) organizations on best-of-class and enterprise mandated or prescribed policies, processes, and procedures to define, develop, acquire, and field prototype and demonstration systems or knowledge product and services to satisfy stakeholder needs, including first responder R&D sponsors, S&T constituents, and end-users. Serve as a mid-level program or project analyst for multiple RDT&E programs and projects. Perform all aspects of program and project management.

Basic Qualifications: 

-8 years of experience in a professional work environment
-Ability to analyze the development of project plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and budgets throughout the program or project lifecycle
-Ability to coordinate all inter and intra agency interaction for internal and external stakeholders both within the government and internationally, including coordinating with staff and leadership of other agencies and organizations and planning and executing internal and external meetings, such as sending out meeting requests, ensuring background documentation is prepared, developing an agenda, and setting up meeting spaces, Web conferences, teleconferences, scientific conferences, and special events for program leaders
-Ability to assist with the planning and execution of testing and evaluation events and coordinate approvals of required documentation with S&T HQ support offices, including General Counsel, Security, Privacy, Compliance Assurance, and Conference Management offices
-Ability to develop procurement requisitions and documents, including analysis of alternatives, determination and findings, and cost estimates
-Ability to manage program files and hard copy documents with appropriate tagging and indexing for future reference
-Ability to process, develop, and transmit correspondence, as required by the government lead
-Ability to track, assign, and respond to information requests regarding scientific, acquisition, and fiscal status and goals of the program

-Active Secret clearance required

Additional Qualifications:

-6-10 years of experience as a program or project analyst for a government entity

-Experience with Microsoft Office Suite of tools, including SharePoint, Microsoft Project

-Knowledge of homeland security policies and procedures

-Knowledge of government program, project and financial management

-Ability to research and investigate new or improved business and management practices for application to agency programs or operations

-Ability to plan and coordinate stakeholder meetings to ensure appropriate interests are represented, functional requirements, including in program or project analyses and designs, business practices are addressed and redesigned and that stakeholder feedback is incorporated into program or project plans or acquisition and execution

-Ability to record meeting minutes at all program and project meetings

-Ability to analyze new or proposed legislation or regulations to determine impact on program operations and management

-Ability to develop new or modified administrative program policies, regulations, goals, or objectives

-Ability to multi-task in a fast-paced environment

-Possession of excellent oral and written communication skills

-DHS Suitability clearance preferred

-BA or BS degree required
