Property Custodian

Key Role:

Maintain property records, perform property functions, and prepare all requests and DRMO/S turn-ins and hand receipt transfers in accordance with corporate policies and governing regulations. Maintain responsibility over inventories of all product managers’ assets via either 100 annual inventory or quarterly sensitive item inventories and serve as the primary accountable representative for ensuring shipments of all PM assets are tracked lawfully and in compliance with Army regulations. Assist with developing, executing, and managing the Financial Liability Investigation of Property (FLIPL) policy, develop and implement plans to conduct Material Internal Control Program inspections, assist with managing Global Combat Support System (GCSS) hand receipt accounts in day-to-day operations, and manage the Defense Property Accountability System (DPAS). Assist with providing oversight for the development and maintenance of quality programs, processes, and procedures, ensuring compliance with policies and the performance and quality of services and conform to established standards and Army guidelines in preparation for the FY18 and future Audits. Provide constant support to the PM by managing government property, ensuring consumable supplies are maintained and the turn-in of excess equipment, providing technical guidance and assistance to the PM’s personnel, analyzing the development of the Installation Property Accountability policies, providing critical input in developing accountability SOPs, tracking closure rate of open FLIPL investigations, FLIPL losses, FOIS, and Gains in accordance with policy guidance while constantly seeking opportunities for operations reform with the property managers or the PM.

Basic Qualifications:

-Experience with housing DPAS

-Experience with using Accountable Property Systems of Record (APSR) and AR 735-5, AR 710-2, DA PAM 710-2-1, AR 380-40, and TB 380-41 regulation and procedures

-Experience with inputting, retrieving, and analyzing data

-Knowledge of government property administration principles, theories, and concepts and property administration practices, techniques, and standards

-Knowledge of accounting and contract requirements for Government Furnished Property

-Knowledge of Controlled Cryptographic Information (CCI) equipment and its accounting requirements per AR 380-40 and TB 380-41

-Knowledge of Microsoft Office, including Word, Excel, PowerPoint, and Outlook

-Ability to direct and coordinate operations and work independently

-Secret clearance

-HS diploma or GED

Additional Qualifications:

-Experience with Microsoft SharePoint

-Possession of excellent oral and written communication skills

-Possession of excellent organizational and time management skills
-AA or AS degree
