Public Health Functional SME

Key Role:
Assist with the implementation of all-hazard defense instruction on preparing for, responding to, and recovering from public health emergencies. Support integration with other DoD policy efforts at the departmental level in coordination with Service and Component stakeholders and address consistency between DoD, service instruction, and operational practice. Establish relationships within the department, the wider US government enterprise, and national organizations with continuity interests to maintain awareness of policy scope, limitations, and applicability. Support collaborative efforts within the department, other government departments and agencies, and other organizations to promote public health emergency management (PHEM) capabilities and better civilian-military partnerships. Provide course development and instruction to the PHEM community of practice within the DoD. Provide substantive support and subject matter expertise in the development and implementation of the curriculum for a DoD PHEM course. Analyze and present course content based on course needs and subject matter expertise, as requested, evaluate course presentations to ensure compliance with stated course objectives, and represent DHA and Health Affairs leadership in collaboration with Service and DoD components on course and content development.
 

Basic Qualifications:
-Experience with supporting service policy implementation
-Experience with DoD issuance development and staffing
-Experience with curriculum development or presentation of educational material to adult learners
-Knowledge of public health or medical emergency preparedness and response activities, including public health emergency declarations, incident command system, risk communications, crisis standards of care, quarantine and isolation, and tests, training, and exercises
-Secret clearance
-HS diploma or GED
 

Additional Qualifications:
-BA or BS degree
-Certified Health Education Specialist (CHES) Certification
-Certified Healthcare Emergency Professional (CHEP) Certification
 

Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.
