Quality Engineer, Senior

Key Role:

Plan, develop, implement, and manage quality on assigned programs over their life cycle, ensuring that contractors meet their responsibilities for product quality in accordance with the contract requirements and that systems fielded to the Army are of high quality and meet user requirements. Develop quality input for program management documents, including acquisition plans and strategies, source selection evaluation plans, supportability strategies, system engineering plans, statements of work, and specifications and ensure appropriate contract clauses are called out in the Army contracts. Review and evaluate system performance, assess risk, and make recommendations with respect to product acceptability. Review and ensure adequacy of all test plans, procedures, and reports for assigned programs for both government and contractor tests and all failure reports. Evaluate engineering change proposals and waivers and deviations for quality impact and conduct physical and functional configuration audits. Conduct audits of contractor quality management systems and system assembly and test procedures to ensure contractor adherence to ISO 9001, the specification, and to all contract requirements. Conduct continuing review and evaluation of system performance through review of reports, correspondence, databases, field data, product and process audits, and observation of internal operations.

Basic Qualifications:

-10 years of experience as a quality specialist conducting quality improvement projects and quality inspections or audits

-Experience as a subject matter expert for quality

-Experience with DAWIA Level III PQM certification, including performing quality assurance surveillance and oversight of defense contractors providing services or supplies, such as contractor proposal reviews based on mission and function of each agency and local organization

-Experience as lead auditor of ISO 9001:2015 Quality System Requirements

-Ability to lead quality efforts on assigned programs with minimal oversight

-Secret clearance

-BS degree

-Lean Six Sigma Black Belt Certification

Additional Qualifications:

-Experience as a quality auditor

-Experience with applying Lean Six Sigma to conduct quality improvement projects

-Knowledge of Business Process Management Modeling Notation (BPMN)

-Knowledge of emerging best practices and standards for quality management

-Ability to conduct audits of vendor quality management systems and system assembly and test procedures to ensure contractor adherence to ISO 9001, the specification, and to all contract requirements

-Ability to develop or evaluate sampling plans based on MIL-STD-1916, ANSI Z1.4, or other industry standards

-Ability to plan, develop, implement, and manage quality on assigned programs over their life cycle, ensuring that contractors meet their responsibilities for product quality in accordance with the contract requirements and that systems fielded to soldiers are of high quality and meet user requirements

-Possession of excellent oral and written communication skills

-BS degree in Engineering or equivalent: Baccalaureate degree in Engineering, Chemistry, Physical Science, Mathematics, Statistics, Manufacturing or Production Management, Industrial Technology or Management, Business, Quality Assurance, or a related field
