Satellite Communications SME

Key Role:

Provide policy, guidance, and resource advocacy of spectrum equities within the client’s oversight role and guide the efficient use and preservation of the spectrum going forward. Provide warfighter integration support to the Air Force through strategic planning and requirements generation, including accommodating planning guidance and associated objectives identified by leadership. Support the evolving Air Staff role in policy, guidance, and resource advocacy through partnerships with all key stakeholders and assure governance and policy adherence to the Air Force, as required by policy and law, for the Chief Information Officer (CIO) of the Air Force. Provide technical support to draft, review, and comment on spectrum-related documents, including instructions and directives, as directed by Joint Staff, Headquarters Air Force, Major Commands (MAJCOMs), and Field Operating Agencies. Prepare client attendees for spectrum meetings and working groups hosted by DoD CIO, NTIA, Air Force Spectrum Management Office (AFSMO), or other higher-level authorities and distribute meeting notes. Interface, interact, and coordinate actions with client senior leadership and relevant staff members within Headquarters Air Force, core function leads, MAJCOMs, Joint Staff, DoD CIO, AFSMO, and other stakeholders, as required.

Basic Qualifications:

-10+ years of experience with Air Force space, satellite communications (SATCOM) terminals, ground, spectrum management, and launch systems

-Experience with Air Force military or commercial SATCOM network resource management and planning

-Experience in evaluating SATCOM vendor capabilities to provide required products or services and consult with other organizations

-Experience with analyzing staff policy and advice regarding the prioritization and funding of airborne and ground satellite terminal programs

-Experience in collaborating with colleagues to promote synchronization and synergies across multiple programs, including military and commercial SATCOM, SATCOM gateway sustainment, spectrum, and DoD teleport

-Experience with assisting Air Force senior colleagues and clients by contributing thought leadership and subject matter expertise towards holistically addressing DoD and AF interests and issues

-Knowledge of the development, integration, installation, operation, and maintenance of AF SATCOM systems and full spectrum management

-Secret clearance

-BA or BS degree
