Security Cooperation Strategy Development and Implementation

Key Role:

Assist an Air Force client, ensuring the USAF possesses a current, compelling, and executable security cooperation strategy which shapes the Combatant Commander’s (COCOM) security cooperation demand. Support the development, implementation, assessment, and revision of the USAF Security Cooperation (SC) Flight Plan, Annex A, and Security Cooperation Strategy and Annex C and partner in Science, Technology, and Acquisition. Draw upon US national strategic guidance, international partner goals and intentions, and USAF priorities to provide strategic direction and international partnering opportunities that all Airmen can use to influence COCOM, US Embassy Country Team, and International Partners strategic thought and planning. Integrate the strategic thought and concepts into the USAF security cooperation strategy. Analyze the Theater Campaign Planning process, products, and how they relate to and influence the broader Security Sector Assistance process. Make recommendations on how the USAF’s security cooperation strategy can influence the Theater Campaign Plans and Integrated Country Strategies. Develop a matrix which compares and contrasts Geographic Combatant Command (GCC) and Functional Combatant Command (FCC) Objectives with USAF SC Flight Plan.

Basic Qualifications:

-8 years of experience with demonstrated effectiveness and success in at least 1 of the following mission areas: military strategist with an emphasis in air power, security cooperation, or international affairs

-Experience in working with any version of the Microsoft Office Suite software applications in day–to–day researching, writing, coordination, and revision of communications materials, including briefings and talking points and follow the standards outlined in USAF Handbook 33–337, Tongue and Quill

-Experience in working directly with and for military and DoD clients, including briefing and writing for General Officers, Flag Officers, or Senior Executive Service members

-Knowledge of security cooperation, international affairs, security assistance, and foreign military sales, including the processes, legislation, and players

-Knowledge of USAF roles and missions

-Knowledge of SAF/IA’s role in and relationship towards the security cooperation community

-Ability to perform duties at the Pentagon, Washington DC or via a government–approved telework arrangement

-Ability to perform CONUS and OCONUS travel of up to 10% percent of the time

-Secret clearance

-MA or MS degree in International Affairs

Additional Qualifications:

-Experience with Headquarters Air Force and Air Staff coordination processes, including Task Management Tool (TMT)

-Ability to support the development, subsequent implementation, and facilitation of an annual metrics–based FMS sales forecasting process out through the mid–term

-Ability to support the development and subsequent day–to–day execution of a security cooperation assessment program tied back to the SC Flight Plan

-Ability to support SAF/IA coordination and involvement in the USAF steady state planning process and review and coordinate documents for a few days each month throughout the year

-School of Advanced Air and Space Studies (SAASS) graduate or other Service equivalent


Applicants selected will be subject to a security investigation and will need to meet eligibility requirements for access to classified information; Secret clearance is required.
