Ship Acquisition Program Liaison

Key Role:

Provide professional services in representing a NAVSEA program office as a liaison officer to RSNF headquarters in the Middle East. Act as the direct representative for NAVSEA in coordinating with US Military Training Mission (USMTM) in the Middle East to support the Foreign Military Sales (FMS) case to plan and develop shipboard platforms and systems to ensure effectiveness, operability, maintainability, and survivability in their planned operating environment. Interface with US and foreign government technical project managers to ensure support provided meets or exceeds all work performance objectives and standards. 

Basic Qualifications:

-15+ years of experience with US Navy and foreign Navy shipboard systems

-Experience with US Navy ships and shipboard systems in testing and evaluation, configuration management, acquisition, operation, maintenance, life cycle sustainment, and training of shipboard personnel

-Experience with Middle East ships and shipboard systems, operations, maintenance, life cycle sustainment, and training of shipboard personnel

-Experience with Foreign Military Sale (FMS) policy, procedures, and case management practices, including the Security Assistance Management Manual (SAMM), International Traffic in Arms Regulations (ITAR), export compliance issues, and Federal Acquisition Manual (FAR)

-Knowledge of the DoD acquisition process, including regulations, directives, and statutes, the Navy’s application of the DoD acquisition process, such as contracting and sea trials, and key naval ship acquisition roles and organizations

-Active Secret clearance

-BA or BS degree preferred

Additional Qualifications:

-Experience in providing direct support to Middle East organizations in the Middle East and coordinating with USMTM

-Experience with both US Navy and Middle East platforms, surface and air-launched weapon, C4I, Sensor, and Electronic Warfare systems

-Experience with residing overseas in a Middle Eastern country on an independent basis

-MS degree in Systems Engineering preferred
