Software Development Manager, Mid

Key Role:

Lead a system integration project as a product integrator for new systems and applications that are a part of the Affordable Care Act (ACA) marketplace development life cycle. Assist with maintaining responsibility for aligning system and service delivery with overall marketplace IT development plans. Manage coordination and integration across the development life cycle, large-scale marketplace initiatives, and clients and vendors. Facilitate the coordination of stakeholders for end-to-end testing, smooth delivery of new functionality, cross-team alignment of maintenance releases, and oversight support for critical marketplace business operations and processes. Formulate and define systems’ scopes and objectives based on user needs and comprehension of applicable business systems and industry requirements. Analyze or modify procedures to solve complex problems while considering computer equipment capability and limitations, operating time, and form of preferred business impact. 

Basic Qualifications:

-3+ years of experience with large system-of-system integrations

-Experience with Microsoft Office programs, including Word, Excel, PowerPoint, and Visio

-Experience with leading teams and being a team leader

-Knowledge of programming and development using Atlassian tools, including JIRA, Hipchat, and Confluence

-Knowledge of SDLC processes and tools and Agile or Scrum processes, including Agile certifications

-Knowledge of the federally-facilitated health insurance marketplace or health insurance eligibility and enrollment

-Ability to work in a highly collaborative environment with peers and senior government officials

-Ability to think critically and analytically in an enterprise and systems-of-systems environment

-Ability to obtain a security clearance

-BA or BS degree

Additional Job Qualifications:

-Ability to learn quickly and work in a fast-paced role

-Possession of excellent oral and written communication skills

-Possession of excellent consulting skills, including strategies for broad audiences

-Possession of excellent organizational skills
