Strategic Communications SME

Key Role:

Support a Joint test and evaluation program, DoD Unified Commands, and Combatant Commands (CCMDs) in the test and evaluation of nuclear command and control (NC2) strategic communications between NCAs, CCMDs, and nuclear assets by assessing existing doctrine and operational effectiveness communications architectures. Provide the government with insights into NC2 operations and analyze the specific contributions of relevant assets to the NC2 mission. Observe and analyze test and evaluation operations to ensure conformity with military doctrines, policies, and procedures. Maintain responsibility for conducting in-depth functional area research, integrating subject matter expert input into doctrinal documents, and providing functional area expertise in tabletop exercise (TTX) and field test events.

Basic Qualifications:
-8 years of experience with NC2 strategic communications
-Experience with NC2 execution at the CCMD or Service Component Command level

-Experience with planning, organizing, and directing military operations regarding the nuclear enterprise                                                                                         

-Knowledge of Unified and Combatant Command roles and responsibilities regarding NC2 strategic communications systems and procedures

-TS/SCI clearance

-BA or BS degree

Additional Qualifications:
-Experience with testing and evaluation (T&E) preferred
-Knowledge of how to develop military doctrine for strategic-level communications systems           
-Knowledge of Joint Event Life Cycle (JELC) planning and execution
-Knowledge of NC2 planning and execution
