Subcontracts Administrator, Lead

Key Role:

Assist with subcontract administration support, including pre- and post-award subcontract administration within an internal subcontracts team. Maintain responsibility for soliciting and administering subcontracts, modifications, and task and delivery orders. Assist with the formulation of price strategy and price-to-win in conjunction with prime contract and project leads, review prime solicitation packages, and draft subcontract solicitation packages to support prime proposals. Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals for the firm. Type entries into Booz Allen procurement systems, process task orders and modifications, and serve as the primary interface between Booz Allen Hamilton and subcontractors in the pre- and post-award phase. Negotiate subcontract agreements, analyze the preparation of small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements. Maintain responsibility for subcontract files and ensure compliance with Contractor Purchasing System Review (CPSR) requirements.

Basic Qualifications:
-8+ years of experience in procurement and subcontract administration with contractors supporting federal contracts
-Experience with various types of contracts, including Firm Fixed-Price (FFP), Cost Plus Fixed Fee (CPFF) completion and Level of Effort Term (FP/LOE), Time and Material (T&M), and indefinite delivery/indefinite quantity (IDIQ) types
-Experience with government subcontract file documentation and CPSR requirements
-Experience with the proposal process supporting federal acquisitions
-Knowledge of federal acquisition regulations (FARs)
-Knowledge of GSA schedules, Governmentwide Acquisition Contract (GWAC), and indefinite delivery/indefinite quantity (IDIQ) vehicles
-BA or BS degree or 10+ years of experience in procurement and subcontract administration

-Ability to work independently in a fast-paced, geographically dispersed environment

-Ability to show basic computer expertise in Microsoft Office and learn and work in procurement and financial systems
